Roughly 45,000 workers deemed nonessential were told not to go to work, and many worried about how they would pay rent and other other bills because of the partial government shutdown, which began Saturday. An additional 40,000, deemed essential, faced different problems. Some were ordered to cut short their vacations or sick leave or else forfeit pay. Others arrived at work, only to be sent home in the chaos of a daily-changing list of who is essential and who is not, union representatives said.
